Not sure which of these to invest in. Hair would cost a lot because of the look I have in mind. Teeth need silver fillings replaced with white, plus a bridge. Botox for frown lines. Which of the one should I focus on?

Getting the grill fixed should be the priority. Once she is able to smile without covering her mouth, she will have the self esteem to wait until she can get the Botox. So, I think teeth first, hair second, and then Botox.
I think hair will make the biggest impact. You can change your whole look by just changing your hair.
