It could be a side effect of Clodine, the link shows details of the known side effects.
Also look at the leaflet that came, and if what you are experiencing is not listed you should let your doctor know, he may not be able to help, but at least he should know in case it develops to a more severe issue
It may be that the clonidine is having a vasodilating effect. Dilated blood vessels in the brain can cause migraines along with perception changes such as light sensitivity.
